Hyuga is implied to have a crush on Riko but he doesn't act upon it through the entire series, and it's merely implied a couple times, including some remarks by Izuki and Koganei. It never leads to anything. Riko and Kiyoshi used to date in the past, but are no longer together for reasons unknown.

When does Kiyoshi first appear in Kuroko no Basuke?
- Kiyoshi is first seen after Seirin lost in the Interhigh preliminaries. He texts Riko that he will be discharged from the hospital and after he hears of Seirin's loss, he comments to himself that loss is what makes every new challenge fun. A week later, Kuroko practices by himself after training. He shoots, misses and Kiyoshi picks up his ball.
Why did Kiyoshi refuse to join the basketball team?
- Kiyoshi goes along with it and they approach Riko Aida. They ask her to join the basketball team, but she instantly refuses. Kiyoshi is unfazed and asks her again. Riko tells them that she only has the intention of joining a club that is determined to get to the top and she won't settle for anything less. The club leaves and Kiyoshi seems happy.
