Both games are vastly different. Black 2 takes place 2 years after Black and features new towns in the West of Unova and new features. There's a new story and new characters. I would say that Black 2 is better than Black solely for the fact that it fixed many of Black's problems.

Despite all of this, Volcarona isn't a Legendary. While strong -- base stats total at 550 -- it doesn't quite reach the level to even be called a psudo-Legendary (which all have a total stat at 600). It can also breed and the egg given to the player in Black and White is Larvesta, its pre-evolution.
