Dumbledore likely thought he had finally given in to his family's beliefs. As for the Death Eaters, they probably thought Sirius was a spy. As for why Pettigrew would go after Sirius, Dumbledore probably saw a Gryffindor who had just lost one of his best friends do something rash out of anger.

Why didn't he prevent Sirius's conviction and suspect the explosion killing twelve Muggles was caused by Wormtail (and that Sirius cornered Wormtail instead of the other way around)?
