Anbu was disbanded because they are too bloody, sketchy,Cool , mysterious ,Dark for a show like boruto. There were two types of ANBU in Naruto and Naruto shippuden- Hokage's ANBU (or simply ANBU) and ANBU root. In Boruto, the ANBU root (previously headed by Danzo) are disbanded.
Why is ANBU so weak?
Its just that the jonin we are used to seeing(like kakashi, guy, and asuma) happen to be the very best jonin in the village so when we see an average jonin level ninja like an ANBU, they will naturally seem weak.
