He really wasn't “replaced.” When Slattery played Howard in Iron Man 2, the year Howard's archive footage was filmed was supposed to be 1974. When he appeared in Endgame, it was 1970. A four year gap is way too short a time to believe Cooper somehow aged to look like Slattery, so he wasn't the right choice for Endgame.
