Vice City Stories also has a nice soundtrack and has some celebrity guests like Phil Collins who stars as himself. Some missions are kind of difficult but overall everything makes for a fun game. You don't see it brought up as much when fans talk about the series though so I'd say it's the most underrated GTA game.
