Season 2 is not filler, but is actually an alternative storyline that is non canon. The entire canon story of Tokyo ghoul before re can be found in the manga which I and everyone else in this sub would highly encourage you to read.

They tried to cram way too much content into too few episodes and it made the show feel cramped and had no breathing room.
