Satan's weaker than Goku and Krillin at the beginning of DB, they could survive bullets after all. And sadly, I think even if Satan started training with ki by the Buu saga, he would be starting too late in life to get to the level of Yamcha, Chaotzu or Yajirobe. In regards to normal humans, i'd say he's pretty strong.
