Absolutely not. The people who made MTG specifically wanted to be able to have a deck and play, no extra stuff required. Buying more cards can give you the advantage, but each cards has it's use, and sometimes it doesn't make sense on it's own.
Is MTG Arena worth?
For the average person who plays once a week on average, it's probably not worth it. Even if you value the cosmetics, you might be better off saving up your gold and gems for packs, cosmetics from the store's daily deals, or (even better) events to make you even more gold or gems.

- Final Reward is great in draft its common so more likely to show up it only has 1 black mana in the cost so it is splashable. While vraska's is better most times your more likely to see Final reward in a draft as its common. The question of is arena pay to win no but it will speed things up.
