A lot closer but Juvia still wins. She's faster and stronger than any of Lucy's spirits, and while Lucy is versatile most of that versatility is useless against Juvia's water body.

Is Lucy stronger than Wendy?
After the time skip lucy has gotten alot stronger. She can now fight by her self without being weak. With her star dress and water magic she can fight along side her spirts while Wendy can use alot of support magic but dosent really have any fighting magic. If they go all out at that point, I reckon Lucy would win.
Is Lucy from Fairy Tail useless?
I don't know about you guys, but I find Lucy to be pretty useless and annoying. She always relies on Natsu, and she always thinks she has the ability to save others. She literally tries to save others and then gets herself in trouble, and Natsu has to come in save her.
