TF is not the strongest laner and that can and will be abused by good players. If you stick to one build you won't ever adapt to the laning conditions which are crucial to TF because if he can't farm or gets harrassed the entire time he quickly becomes useless. Farming well. TF scales quite well.

Why is TF strong?
His ult is the (main) reason he's strong, for obvious reasons - you can carry 2 lanes at once and the cross-map pick potential is huge. Also, a point-and-click, on-demand stun (on a 3.6 sec CD with 40% CDR) is incredibly valuable and very rare amongst mages (even Annie has to have passive charges before she can stun).
Does TF fall off?
TF is not a hypercarry. I might call Cassiopeia a hypercarry, but that's because she'd an ADC that deals magic damage basically. He scales very well into late game. He can shred tanks and his q's often can hit and chunk carries, and one pick can be gg for you guys.
Can TF play ADC?
ADC TF used to be a thing actually, just not a competitive pick. His kit is simply inferior to actual ADC picks. His Q will be negligible damage outside very early levels since it doesn't scale with AD. His ult is good for initial positioning or cutting off targets, but this is something TF can do in general.

Is Twisted Fate better AP or AD?
