2 and 3 are both great games. The best of the franchise, they're both worth the time. But, if your looking for a shorter game I'd say 3, it's more of a straight forward experience than 2 (you don't roam around the town trying to figure where to go next).

Silent Hill 3 is the scariest SH3 imo. No chap scaring, but the otherworld or whatever just makes me feel genuinely unpleasant, and couple times I have continued a save in the otherworld and just felt so unpleasant I kept going just for 5 minutes or so. SH3 had massive scary impact on me.
