Does damage over time affect bleed Poe?
Bleed deals physical damage over time. Potential damage from one bleed application is based on the base physical damage of attack that caused it: 70% per second if the target is standing still (reduced to 10% if an enemy monster applied it).
Is chaos and poison damage the same Poe?
It's a different modifier. All poison damage is chaos damage... but not all chaos is poison. Increased chaos damage will buff chaos and poison (which is chaos damage). Increased damage over time will also buff both bane and poison.
Is impale a bleed Poe?
Yes. What percentage of your damage comes from hits vs what comes from bleed? Because I see you're using impale support and have a full impale spec... but impale doesn't actually increase bleed damage. Bleed is based on your attack damage, and impale damage is dealt as reflected damage.

Wither would be complete trash as a Curse; there's no way they let you have 140% Increased Damage Taken from a Curse (a x2. 4 multiplier), plus it will be resisted by Bosses, and it will take up Curse slots. There's no benefit to making Wither a Curse.

Damage over Time cannot be converted, but damage conversion effects will apply to base hit damage for Bleeding, Ignite and Poison before that damage is scaled by applicable modifiers.
