Silent Hill 1 is a ps1 exclusive. However, It is also available as a digital download on the PS store on the PS3. The BEST experience would to get a PS2 and buy physical copies of each game. SH 2 & 3 were also released for the PC, so that would be another option.

No, you do not. It certainly wouldn't hurt, as you'd have a vague idea as to what to expect from the town. I said vague idea because everyone's experience in Silent Hill will be different. It's not like say, Raccoon City, where people who were there mostly faced the same monsters.
